Office of International Exchange and Cooperation in Jinzhou Medical University was developed from International Culture Exchange Center which was founded in March 2001, and renamed as International Cultural Exchange College in April 2004. It is committed to undertaking all international exchange and cooperation affairs of the university. In January 2007,itwas officially rechristened as School of International Education and jointly located with the newly established Office of Foreign Affairs, which later changed its name into Office of International Exchange in June 2007.
With enrollment qualifications in Hong Kong, Macao and Taiwan, JZMU was approved by the Ministry of Education in 2015, Office of Hong Kong, Macao and Taiwan Affairs was founded and united with the Office of International Exchange in July. Accordingly, it was redefined as Office of International Exchange and Cooperation.
In May 2022, independent from the School of International Education, Office of International Exchange and Cooperation (Office of Hong Kong, Macao and Taiwan Affairs) has become the centralized management section of JZMU to implement educational foreign policy and be responsible for Hong Kong, Macao and Taiwan affairs.
